The problem

Most providers lose on the written answers, not the rates

Quality typically carries 35–60% of the score on a local authority home care framework. Social value carries a further 10%. Together that is more than price — and it is the part written at eleven at night, by a registered manager who has already done a full day.

Word limits are pass/fail

Evaluators are instructed to stop reading at the limit. An answer that runs long is not marked down — the end of it is simply never read.

Policy is not evidence

Describing what you do scores 2. Showing what you did, with a name, a date and a number attached, scores 4. The gap is not knowledge.

Compliance is checked first

Insurance dates, registration details, declarations, file formats. None of it earns a mark. Any of it can end the bid before a word is read.
